Texas has intense gerrymandering that has made many of the state's 38 districts not competitive. The race in Texas's 28th Congressional District is between Democrat Henry Cuellar, the incumbent, and Republican Jay Furman. Cuellar has been charged with bribery and money laundering by federal prosecutors, making the race a place Republicans are hoping to flip a seat.
